North Dakota HHS announces Opioid Settlement Fund grant opportunity

BISMARCK, ND - North Dakota Health and Human Services (HHS) is now accepting applications for grant funding made available through the state’s opioid settlement funds. These funds will support programs and initiatives that address the impact of opioid use disorder and expand access to prevention, treatment, and recovery services across North Dakota. Applications are due by 11:59 p.m. CT on Monday, April 28.

The grant is open to entities interested in providing services in North Dakota that address a wide array of evidence-based interventions. Among them are treatment and rehabilitation, prevention initiatives, training and education and support for families and communities.

Applicants whose proposals align with one or more priority recommendations from the Opioid Settlement Advisory Committee, chaired by Christopher Joseph, general council for the Governor’s Office, will receive additional points during the review process. These priority recommendations include:

  • Expanding access to community-based treatment and recovery services in rural and non-rural areas.
  • Increasing treatment and recovery services within jail settings.
  • Supporting prevention activities, including community coalitions and youth-focused programs.
  • Enhancing the behavioral health workforce to meet growing service demands.
  • Supporting Syringe Service Programs to reduce harm and improve public health outcomes.

“These funds provide an opportunity to make meaningful investments in North Dakota’s communities by supporting evidence-based programs that address opioid use disorder and its widespread impact,” said Joseph. “We encourage organizations to apply and help strengthen prevention, treatment, and recovery services across the state.”

Grant awards are expected to be announced in early June with the 24-month contracts beginning July 1. Total available funding is contingent upon legislatively appropriated funds for the 2025-2027 biennium. Interested organizations can access the full application guidelines and submission instructions at hhs.nd.gov/opioids/settlement.

National opioid settlements have been reached with opioid manufacturers and distributers, and North Dakota is one of the many states that participated  in these settlements. A requirement for states receiving the settlement funds is the establishment of an advisory committee and utilizing the funds in a way that aligns with Exhibit E of the settlement documents.
